Introduction

UCATT have members across all the elements of the public sector. Whether in Local Government, the NHS, the Prison Service or the MoD, we are here to ensure a fair deal for our members. 

Local Government - The Joint Negotiating Committee (JNC) for Local Authority Craft and Associated Employees - National Agreement on Pay and Conditions of Service is commonly known as the 'Red Book' agreement.
UCATT as the largest local government craft union hold 50% of the trade union seats to the JNC, with General Secretary, Alan Ritchie holding the position of Employees Secretary.

NHS - As a member of the Pay Negotiating Council for NHS workers, UCATT endeavours to achieve the best pay and condition for our members working in the health service.

Prison Service - UCATT also negotiate on behalf of our Prison Service staff through our membership of the Prison Service Joint Industrial Council.

MoD - We ensure our members in the MoD get a fair deal through membership of the Ministry Of Defence Trade Union Co-Ordinating Committee

UCATT Preparing For Industrial Action In Local Government Pay And Conditions Dispute

Construction union UCATT, are preparing to ballot their 24,000 local government workers over a dispute concerning pay and conditions.

The craft workers: carpenters, painters, bricklayers, labourers etc, are employed under the Red Book agreement. The majority of the members work in local government direct labour organisations but workers governed by the “Red Book” in housing associations and ALMO’s will also be balloted.

Local government employers have made a derisory 2.45% pay offer. To add insult to injury the employers are taking a heavy handed approach to future pay offers and are insisting on strings being attached to these discussions, which threaten the future of the entire agreement.

Ballot papers will begin being sent to members on August 18 and are to be returned by September 1. If members opt for strike action, this is likely to be held proceeding Labour Party Conference, in late September.

Alan Ritchie General Secretary of UCATT, said: “With the cost of food and fuel going through the roof, this derisory offer is a kick in the teeth for our highly dedicated members. To then try to attach further strings to the pittance being offered is a total insult.”
